If I reset my iPad mini 4 on iOS 13 to factory settings, will I get my data on apps back?

Make a backup of your iPad, first before doing the factory reset..

Data is NOT saved when an iPad is factory reset as in a complete Erase ALL Contents and Settings.

You need to backup that iPad, first!

Backup to iCloud, Google Drive, or iTunes on a computer before performing a complete reset of your iPad!

All Apps that you have purchased from the Apple App Store are recorded against the AppleID used to make the purchase. These purchases remain in your account - and can be downloaded again to your devices whenever you like (provided they remain available from the App Store).

The only App Store purchases that you might lose are in-App purchases for “consumable items” (such as “coins” that you spend in a game).

In summary, you you shouldn’t lose anything.
