Can not update pre-installed Final Cut Pro X

Tried to update Final Cut Pro X to the latest 10.4.8 but it says "This update is not available for this Apple ID either because it was bought by a different user or the item was refunded or cancelled."

I purchased the new MacBook Pro 16" with Final Cut Pro X using the same apple id signed to MacOS.
