How to share purchased movies with family?

How do I share movies I have purchased with my family? All the people are in our shared group, which I’m the organizer. We all have shared movies active too? Am I missing something?

Family Share Movies I have added a family member to my family share. Every option is selected to share on my device. When I go to the family member's device and select family share, it lists everyone, but when I select the organizer (me) it says I am not sharing purchases with family. Help!
