Thanks for posting your question. I see you want to know about Depth Control features when recording video.
Depth Control is a function of Portrait Mode as shown here: Use Portrait mode on your iPhone. While there's not a way to use Depth Control with the Video function in the Camera app, you can always send your suggestion here: Product Feedback
