i live outside of the countries that doesn’t allow FaceTime but I bought my phone from Dubai
is there a way I can get it through the settings?
or when I transfer my previous iPhones data to it?

The OAE still restricts FaceTime in some way, there's no way to bypass it, it's a hardware limitation. Return it or sell it if you need FaceTime. Also note, that the iPhone purchased outside of the country you are living in doesn't have warranty.

No. iPhones purchased in the OAE won't have FaceTime.
