can’t send imessages with attachments or web links

After following each and every suggestion in previous question replies, still not able to send text that have an attachment or web link from my new Ipad. Says message failure. please help

Are you sending these messages to other Apple users (Name lights up in blue.) or non-Apple users (green)? Messages to non-Apple users are transmitted via the cellular telephone network, where it is very easy to exceed the maximum message length. Could this be your problem?

In order for the message to travel via Apple’s iMessage service, both the sender and all of the recipients must be Apple users and must be online. If all of these conditions are met, the recipient(s) name(s) will be colored blue and the message will travel via iMessage (FaceTime). If any of your recipients is not an Apple user or is not online, the name will be green and the message will travel via your cellular provider’s voice network as an SMS/MMS message.
