I couldn't find any solution about if I can't get new password suggestion.

why it doesn't work?

Read Safari troubleshooting on Mac - Apple Support and determine if it has anything to suggest.

Generally speaking anything that interferes with Safari's operation (Safari Extensions, website plug-ins etc) can result in unexpected effects:

I wanted to subscribe to a site. did not suggest a password, I wrote it myself.

The solutions I'm researching don't work. because the settings are as they should be.

safari does not recommend new password to the site I want to become a member for a while.

Please describe what are you using to suggest a new password. Is it Keychain Access? Safari? Or...?
