How do I turn off notification history for one (or all) of my apps?

That has NEVER been a feature of iOS. Apple didn't remove that feature, it never existed to begin with.

The article you linked to was written before iOS 11 was released. It's possible it refers to features that never made it to the final release.

As Idris pointed out, the link and screenshot you provided did not come from Apple and was based on unreleased software.

This is not and has never been a feature of iOS.
