VIP List is missing and unable to add to it
In the Mail app of my iPhone 6s (upgraded to 13.3), my VIP List is now empty. Once I click on the "Add VIP" button and search on a contact, there is no option to add them to my VIP List.

I figured it out:
I went into one of the mailboxes, clicked on the arrow to the right of the contact who sent me an e-mail, which opened their Contact record. From there, I was able to see the "Add to VIP List" option.
Once I added the first VIP, the usual options showed up in the VIP mailbox.
