Account disabled in App Store and iTunes

While trying to update an app on my iPad and/or phone I keep getting an error message that reads, “ Your account has been disabled in the App Store and iTunes. “ I have changed my password several times and still no luck. I have no payment on file and it won’t allow me to add a new form. What do I need to do to rectify this problem?

According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
