Although we both have iPhones, my wife is separately billed for cloud storage. We want the billing to be paid through my account but cannot find a way to communicate this to Apple. How can we actually communicate with Apple about this?

iCloud storage can only be billed to the Apple ID that the phone is logged in to. However, you can use the same credit card for both Apple IDs.
