Messages in iCloud not available

I have been having this problem for a long time. Whenever I enable iMessage in iCloud in settings it looks like it’s working because the toggle is on, but it isn’t. When I go to Manage Storage in iCloud, for Messages it is currently 14.7 MB even though on my iPhone Messages is 4 GB, so it’s clearly not uploading also because it says “Top conversations Zero KB” but one very weird thing about this is that the small number of MB that it is in iCloud goes up every once and a while by .2 MB for some reason. I’ve tried restarting my iPhone, signing in and out of iCloud, signing in and out of iMessage, but nothing changes, and of course I’ve tried toggling on and off iMessage in iCloud. But I discovered that when I sign out and back into iMessage, it shows that message in my screenshot. I’m extremely confused because my accounts without a doubt do match, I’ve checked. It also says this on my brother’s iPhone and of course he is also using the same iCloud and iMessage accounts, I really hope there’s a way to fix this.
