Apple Folder Icons - An Issue (MacOS Catalina)

I'm currently having issues chaging my folder icon on my Mac Book Pro 13'' that runs on MacOS Catalina. When I tried every methods of making changes, it appears that the icon shows the original PNG folder icon. I really like personalising things and this really matters to me. I hope something could be done to fix this. Thanks!

Folder icon problem Hi, I installed a third-party software app on my wife's MacBook Air to allow her to view her embroidery design files as icons. It worked fine, even with the first versions of Catalina, until the 15.2 update, after which it no longer worked at all. I was astonished to find that this is a generic Catalina problem and not one with the particular software. Anyone have any idea when Apple is going to fix this? This is a serious and fundamental issue, not one that Apple should ignore.

iCloud icons After upgrading to macOS Catalina many of my icons in my documents folder have change from a folder icon to a page icon. My documents are stored on iCloud. None of the folders stored on the hard drive have this problem. It just affects about 20% of all the folders on iCloud documents. Example I have getting info. I can past the correct folder icon in the info of the ones with the wrong folder icon but this seems like a bad idea. Even though the icons look like pages they still work like folders.

Custom icons for folders have disappeared and cannot be re-entered!?! I've had custom icons for my own folders forever. Now they have all turned a uniform, boring blue. I've tried, repeatedly, the same old procedure of copying the image into the folder's Get Info panel. The image appears for a split second in the bar at the top of the panel, and then turns back to generic. Why won't it work any more? More important, how to make it work again? I count on those custom icons. Am running High Sierra 10.13.6 on a MacBook Pro, 13-inch, Mid 2012. I have no interest in buying a newer laptop, or in upgrading the OS. I just want it to work the way it always has.
