Pending Purchase
Why can’t I cancel a pending purchase and I can’t download any apps because it says i have to put in my payment info but I don’t want too?

Pending means iTunes hasn't received the money for it, so there is nothing to try and cancel. You will either have to pay what you owe, or see if iTunes Support will cancel it (purchases are obviously considered final as you know)
