No option to block a specific sender

I am using iOS 13.3 on an iPhone SE. Page https://support.apple.com/en-ca/guide/iphone/iph203ab0be4/ios provides 3 steps to "Block messages from a specific person or number". When I press the "i" button for the number at the top of the message conversation, I do not see an option for "Block this Caller". The only options I see are:

* Send My Current Location

* Share My Location

* Hide Alerts

I created a contact for the offending party so that I could block them using "Settings > Messages > Blocked Contacts". Why doesn't the procedure for the webpage apply?

Sorry, I was not explicit enough. When I "tap the name or number at the top of the conversation" in Step 1, all it does is toggle the presence of a 3-icon men.u containing (i) "audio", (ii) "FaceTime", and (iii) "info". There is no opening of the "contact card", regardless of whether I actually have a contact for "the name or number at the top of the conversation".

The situation could be complicated by the fact that all of my contacts disappeared today (https://discussions.apple.com/thread/251019060). I had to delete the Exchange account to which they belonged, recreate it, and resynch with Exchange. It is possible that this broke the association between a given text message conversation and the contact that the conversation was with.

I find it abhorrent that a contact needs to be created in order to black list a text message sender. A black list should the the opposite of one's little black book.
