Thanks for using Apple Support Communities! I see you're having an issue with the Walkie Talkie feature on your Apple Watch, and I'd like to help out.
With Walkie Talkie, not only do you need to have settings correct, but so does the receiver. The message you're receiving sounds like the other person doesn't have something set up correctly, or is not within a Wi-Fi or cellular data network.
Check out this article, to verify that you're set up correctly and then provide to the other person, so they can verify also.
Use Walkie-Talkie on your Apple Watch
Check also in the section titled "If you're having issues sending and receiving invitations".
Try with a different contact, if possible.
If you still can't send or receive Walkie Talkie invitations, I'd suggest to contact Apple Support.

I have this same problem. I can’t initiate a conversation because it just says “checking connectivity”. However my husband will get an alert and try to answer but it doesn’t come through on my end. If he initiates the conversation it works fine.
I’ve tried checking FaceTime, restarting, etc. and nothing has worked. Very frustrating!
I can’t find an answer anywhere!
