When renting a movie from the iTunes Store, it would tell you in advance which audio languages and subtitle languages are available, near the bottom of the info page for that title. It may or may not include English. That can be different for each title. There may be differences in availability of subtitles for each region. That would be a decision by the studios (the local representation of Universal Studios, in this case).

If features were advertised, that are now not available, then you can report it as a problem with your purchase.
