iPads do not, yet, contain NFC capabilities for making contactless (Point Of Sale) payments using ApplePay - whereas modern iPhones do support NFC hardware for contactless payments.


For iPad, ApplePay is generally limited to eCommerce payments through a retailers website.


I hope you find this to be helpful in explaining the technical capabilities (and limitations) of iPad.
