Go into your TVs settings to ensure it is enabled for HDMI CEC. On Apple TV you would go into its settings - remotes and devices and make sure it is set to ON under control TVs and receivers.

Each manufacturer has their own implementation of CEC, with Sony's being Bravia Sync, and ultimately it would be their responsibility to fix it if it wasn't working correctly.

CEC is dependent on the TV and each manufacturer has their own implementation. When it is not working it is that manufacturers responsibility to fix it. CEC continues to work with ATV on my system and for the majority, but for those who have had these types of issues it has been rectified once the manufacturer has fixed it. The setting referred to above is all that is required to enable CEC on Apple TV, and are exactly what I and every user has followed and for which it has worked without issue. You can’t specify whether it will only turn on or off your TV, and if only one is working then that is when it comes back to the TV.
