I get pop ups saying I’ve won an Amazon gift card

Neither. It's a redirect from the web site you happen to be visiting when you see it. Not much you can do about it other than complain to the webmaster and avoid their site.

I know it was not from a email that was added cause many people will read the post, you said a popup.

Well the link I sent tells you what you can do...How to block pop-ups in Safari - Apple Support...so it looks like it is coming from the site you visited...it is not on your phone.
