This message appears when trying to install a app from the app store for the first time.
Then when I click on review, it goes to a blank screen that pops up with a little time circle , then it says its timeout.
I tried signing out of itunes in settings and signing in again to no avail...

Log into your account in the App Store/iTunes and you should be able to change it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. Click the Go Back button at the lower left and you will be on the address page.
Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Hard reset
Do a backup and try a factory reset. Then restore from your backup.

Hi, yes tried it on 2 wifi networks and have factory reset it when I restored it, to no avail
