Choice of using contacts on iPhone instead of iCloud as default in Contacts not available?

Until recently in Settings -- Contacts, and also in Contacts -- Groups, I had the option to choose to show either my contacts in iCloud or those on my iPhone. Now I don't see that choice, anywhere.

Has something changed with the latest iOS update, or am I missing something?

Contacts Stuck in Lists post 16.1.1 Update Contacts on my phone are stuck in Lists mode with no way out. Never experienced this prior to 16.1.1 update. Anyone else seen this. I currently have no ability to reach my contacts.
