Open PDF file in safari without download

Is it possible to open a PDF file online in Safari without first having to download it to my Mac? I would like to do this natively without use of external plugins or programs.

MacBook Pro 13", macOS 10.15

Safari will open PDF in the browser window itself.

This has always been the way it works for me (within the browser window) but I've just updated to Catalina and suddenly it's now downloading pdfs by default. I cannot find any way of changing this.


Even more strangely, it's now also auto downloading pages as *.php files when I navigate the backend of a wordpress install I have, rather than opening them as web pages. This is incredibly weird!
