Can I get 2 factor authentication without owning an apple device ?

When I logged to my apple-id account I saw I could request 2 step authentication but apparently this is not the same a 2 factor as the support online explains I need to set 2 steps off and request 2 factor. But when I did that and I log from my android phone or win10 PC I am not proposed 2 factor as an option. Can someone help me solve that riddle ?

Do you meet the minimum requirements?

Windows PC with iCloud for Windows 5 and iTunes 12.3.3 and later
