iphone 7 failed to activate

I have an iPhone 7, it was working fine then it lost connection to carrier and displayed a message that to make calls and access cellular date it needed an update, but it had the latest update installed. I've tried to restore to factory setting but as I did this the iPhone has not been able to activate
