I just retired and deleted my work email account through exchange and I lost every contact in my IPhone XI. How can I recover them? I already attempted to turn off the iCloud and turn back on and merge contacts and it did not work. Any help is appreciated!

Anything you store on their servers is their property.
This is why you should never store any personal data on company systems.
You may not have realized it, but your contacts had to be linked to your work exchange account.
Not unless your former employer has them and is willing to let you sign back into your exchange account to get them back.
Yes. They were. That's why they vanished when you deleted the Exchange account from your phone. You were syncing your contacts with Exchange, not iCloud.
my work account has been disabled, so even if I tried it won’t let me log in....I’m so bummed.
My contacts on my phone were not linked to my work email account. That is why this is so weird. Once I deleted my exchange account, all of my phone contacts were lost. My kids, family, everyone.
