how do I cancel an Icloud storage plan on an old phone that is not in my possession? I was charged for a 2TB storage plan and it shows it came from an old Iphone 4 that I used to have.

iCloud storage is linked to the Apple ID you use for iCloud, not to a specific device. Cancel by downgrading to the free 5GB plan. See: https://support.apple.com/en-us/HT207594
