How do I create a Profile in System Preferences?

There's an item in System Preferences called Profiles. I understand the value of a Profile is it restricts a user's ability to alter profile-controlled settings.

I have one Profile, which I found online, for disabling Siri Suggestions. I would like to create a Profile to require a password 1 minute after sleep, and set energy saver to turn off display after 15 minutes. (Users' ability to set much longer times, or disable the password requirement, is a security concern.)

Is there any documentation for creating a profile, or has anyone created a profile to control those settings that you'd be willing to share?
