Is this an internal optical drive or an external one?

If internal boot into Safe Mode (Use Safe Mode to isolate issues with your Mac) and try it from there. Reboot normally and try again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

If it's an external drive also try Safe Mode. If that doesn't help try a different USB port on your Mac and a different USB cable.

Next try resetting the SMC, How to reset the SMC of your Mac - Apple Support, and reset the NVRAM, Reset NVRAM or PRAM on your Mac - Apple Support
