Reset or restart? A reset can be done via Settings > General > Reset. You'd then select Erase All Content and Settings.

Erase all content and settings from iPhone - Apple Support

At least starting with MacOS Catalina, all the functions of iTunes have been separated into Music and TV, with iPhone/iPad functionality/backups done through Finder with the device on the sidebar. However, that's effectively just separating all the iTunes functions into separate apps. I haven't tried on a PC in a while, but I'm guessing they still connect to iPhones via iTunes?

A factory reset. As in erasing all data... I want to do it through iTunes because I can’t remember the password. I’ve done it before on iphones.

Oh. I've done that before on an iPad back before iPad OS. That can only be done through iTunes on a PC or older versions of MacOS or through Finder on MacOS Catalina.

The way I described only works if one can get in via the passcode. I haven't tried it but I think it also requires the passcode to complete the erase.

So you're doing the whole recovery mode thing? If an Apple ID isn't associated with the device yet (rather unusual since the App Store won't work) it doesn't require any kind of password. If an Apple ID is associated, it just need the Apple ID and the Apple ID password. And if you can't remember the Apple ID password that can be reset as long as you can access the email account used for the Apple ID.

If you live near an Apple Store, you might be able to ask if you can do it there on one of their demo machines. The advantage is that they have high speed internet. If you get a reservation they might even be able to guide you through the process.
