iPhone 11 not activating

This is what my new iPhone 11 is saying.

Your iPhone could not be activated because the activation server cannot be reached. Try connecting your iPhone to a Mac or to a PC with iTunes to activate it , or try again in a couple of minutes.

I've tried to activate it on iTunes but that's coming up with an error also.
