purchased a used i pad and can not unlock it, The previous owner is no longer available

Is it possible to unlock without prior owner information

No, it is not. You cannot bypass Activation Lock, and the only one that can remove it is the one that put it on there. If you cannot contact them, then the device is useless to you. Recycle it responsibly.
