Did you sign out of your Apple ID and back in?
I just realized what the issue is..... and it's a programming server config error on Apple's end..... will affect anyone on a Family plan
I’m getting same issue as original poster.. since December2019. Till now Jan2020...
Went to Apple store, contacted Apple Support, contacted Goldman Sachs support... RESET my iPhone7
No one wants to acknowledge this is an actual server related issue

I attached screenshot. Been googling for this issue - and every discussion thread has your post & link to Apple support for a generic laundry list systems settings. It’s not helpful, just moreso frustrating that it doesn’t resolve nor answer why is this issue happening...
The user tip I posted has helped countless people. Just because you are frustrated does not mean that my advice does not work. If you start your own thread I am willing to run through some more steps but you have to understand that we are all volunteers here and being nice to others goes a long way.
I have check all these items from your list before I made this post. I have all the settings correct and I am still not able to apply.
instead of responding in your own thread you attack me in another thread without providing information that could actually help you?

I am having this same issue. How did you find out about this and what was the resolution? Did you mean a carrier family plan or the Apple family sharing?
