AirPod pro controls not in control center

I just got the AirPods Pro, and then I received some tips. It says that in the control center I can change the AirPods from transparency to noise reduction to neither When I go into control center and press the volume it doesn’t work, do I have to have the AirPods on in order to make this work?I may have just answered my own question.
