Screen time limits- why no zero?

I want to be able to set a screen time limit on my child’s phone to “0” so my child can’t play anything that’s tagged as a game from the mobile store. Why has Apple made the minimum 1 minute and not 0 minutes. What if a parent doesn’t want their child playing something for one minute? I understand their are age limit settings but those aren’t very accurate... for example, whatsapp is 12+ but a game involving guns is 9+? So that’s useless. I also understand I can make it so my child can’t install any apps at all, but that’s too restrictive. Apple- if you’re out there- please allow me to set App limits to zero minutes. Thanks!!
