I subscribed to Apple TV + and I got smithsonian channel icon as it’s part of Apple TV+ channels
When I go in I can browse however I can’t see a play button anywhere I checked iPad iPhone Mac and Apple TV

Smithsonian Channel Plus is a separate channel. It's not included with Apple TV+ subscription and is priced $ 4.99/month. There's a 7 days trial. Furthermore you have to check if it is available in Lebanon, i.e if it is subject to country restrictions.

That will show all Apple TV channels available in your location. Apple TV + and Smithsonian Plus are two separate channels. Your offer only applies to Apple TV +
If you go select that icon it will take you to the page of that channel, and that is where it will show the free trial offered for that channel and how much it will cost.
OK, since it's listed, then the channel is available in your country.
Still, as far as I know, channels are available as separate subscriptions: https://support.apple.com/en-us/HT209670.
Apple TV+ subscription doesn't include any channel. On my device, as said, it's stated that the Smithsonian Channel Plus is priced at $ 4.99/month. It's should appear just on top of the channel. It's expected that you can browse the channel's contents even without an active subscription.
But there is nothing there that says it needs a separate subscription and it says it’s available and I can browse but can’t play
