Apps won’t stay on left side of dock

I am trying to put different apps on my dock, when I drag them down ( to an empty bar ) they do not stay.

iPad, iOS 13

You can only drag icons to the left-side of the separator shown on the Dock - and, depending upon the size of your screen, there is a maximum number of App icons that can be installed in the Dock.

I cannot add or remove apps from the Dock - how do I enable this? I cannot remove apps or add them to my Dock. When I click on the app, they're in the options menu: Open at Login and Show in Finder. cannot move apps to dock bar, they just bounce back where they were. One day all 4 apps in my dock bar were gone, and attempts to move them back fail, they just bounce back to where they were.
