Unable to attached video on Mail app post iOS 13.3 update

When i compose the email using e-mail app on iPhone 11 Max and try to attached video from Photo apps, the video upload process works fine. As soon as the video is uploaded the icon in e-mail body shows video.mov 252 bytes. The size of the video is not shown correctly. When i try to send the email the app give me an options for small, mid, large and original sizes. Upon selecting the desired size option email is sent. But when the email is received video is missing, as if the video was never sent with the email. I have checked that my MailDrop works fine with other media type. Has anyone seen this before? Please advise.
