Printing not working under Catalina

For the past 45 minutes I have been trying to print a 13" by 19" image on my Epson Artisan 1430 from a Mac Mini running Catalina. No matter what I select it scales it down to letter size and prints that on the oversize paper (wasting Red River paper and Claria ink every time). I have tried every option I could find and I followed the instructions suggested by the printer driver. Nothing has worked. At first I thought the problem was with Photoshop, so I tried printing from Preview. Same problem, and apparently the same software. How can I print something full size on this paper? It used to just work.
