With iPad mini pro using Notes with iCloud, can I move a note to a new folder?

Yes.

While viewing a note, tap the box with the up-arrow coming out of it.

Scroll down, and choose “Move to Folder”.

In either list view or thumbnails view press the note to bring up the options box to Move > New Folder.
