The Apple charge cube will accept voltages from 100-240 volts @ 50-60hZ, thus no voltage conversion I required.
If you are using the Apple supplied charge cube, you will simply need a plug convertor for the local power system.
I understand there are adapters that don't convert from 220 to 110 volts. They just allow US plugs to work in other countries. If I use my plug that came with my phone, will I need a converter? Or will the adapter work without the converter?

Read his response again, he already answered you. The Apple power adapter is dual voltage, using and adapter kit so you can plug it in will not change that.
