Dark Mode is supported on the Xr if you have iOS 13 installed on your Xr.
The Camera Night Mode is however only supported with the iPhone 11, 11 Pro and 11 Pro Max. We don't know if the Xr will ever get a Night Mode or not. Look for a third-party camera app in the App Store, some do offer a Night Mode.

Review Elitegate's response to you where Night Mode related to camera is explained. As mentioned by Elitegate, Night Mode is only available for the iPhone 11 models at this time. Thank You.
