System Preferences show that 1 update needed, but when going to the Software Update view, there's no updates available for MacOS 10.15.2. For this reason, I think I don't get update either for Safari. How to force the software update to happen?
Also, when I go to AppStore, it doesn't show any updates available.

System, Security and Safari Updates are handled through System Preferences> Software Update. The App Store only shows updates for apps in Mojave.
When you go to Software Update do you not see this.
What version of Safari are you on, the latest is 13.0.4

I love that depiction of Catalina! I'm still on Mojave, wary of making my Mac drink the muddy, disturbed waters of Catalina!
Run this command in the Terminal then reopen System Software > Software Update.
sudo softwareupdate --reset-ignored
