Thanks for reaching out to Apple Support Communities. I understand you’re having issues importing your contacts into iCloud. I’ll be happy to help.

You can import a Contact with a vCard to iCloud but not from a CSV file. Take a look at this article for more info:

Import a contact on iCloud.com

To share your Outlook contacts a vCard, you’ll need to follow the steps in this link:

Share contacts as vCards
