Yes Find My [Device] works without a SIM card because it identifies your device based on the Apple ID login. One thing note and that is that the device has to be able to connect to the internet to send its location. Without a SIM card there will obviously be no cellular connection however your iPhone will need to at least be connected to a Wi-Fi network.
