I FOUND AN APPLE WATCH ON MY ROOF, HOW CAN I FIND THE OWNER OR BYPASS THE SECURITY TO USE IT MYSELF?

Turn it over to the police.

You cannot bypass the security, however if the user put the device in Lost mode, see if they put a number on it to call. If not, then turn it over to the police. No one here, nor Apple can assist you in locating the owner.
