I just bought the Apple Ear Pods Lightning Connecter for my ipad OS13.3, but it does not plug into the iPad. What am I missing to make it work?

The Lightning adapter you bought is not compatible with your model of iPad Pro. (Note there's no actual adapter labeled "Earpod Adapter")

Your 3rd Gen iPad Pro has a USB-C port, not Lightning.

You need one of these adapters: Buy USB-C to 3.5 mm Headphone Jack Adapter - Apple

Are you referring to the adapter to use with the EarPods with regular connector, or lightning connector? If that is the case, do you have the newest iPad Pro? If so, that has a USB-C connector, you would need a different adapter. This is the one for USB-C to 3.5mm connector. https://www.apple.com/shop/product/MU7E2AM/A/usb-c-to-35-mm-headphone-jack-adapter?fnode=91
