Using apple pay From NON-IOS DEVICE

Can I access apple pay from an android? Or by using a browser? Or even perhaps if I were to use safari on my husband's iphone8 to sign in to my apple account (even though he is still the current apple ID holder for the iPhone8 in settings and music and app store), would this then give me access to be able to send money using my apple pay account?

Or is there some other way to be able to access the balance in my Apple Cash account without having to use my iphone? I broke my back mirrored cover and now I'm unable to use the front screen at all. Phone still charges and operates fine, however trying to do anything on my phone without being able to see makes things pretty impossible. We are both running the most current IOS update available. Can anyone help me get my apple cash funds??
