Lost iPhone

Hi, so I found an iPhone and my aim is return to return it to it's rightful owner but cannot because it is in activation lock mode, and have no way of accessing the owner's contact info. What do I do?

iPhone 6 Plus, iOS 10

“Local Authorities”? No time for that. Would turning it in to an Apple store be Ok?

That’s a shame. The person that lost the phone should have left a message or whatever. If anyone else has any suggestions, let me know.
