How can I get in touch with the previous owner of a lost iPhone.? Activation lock is already set and cant return to home screen to answer calls

I'm afraid you can't. Apple cannot trace the owner for you - even if they knew who it was, which wojuldn't necessarily be the case, they would be forbidden to do so by privacy laws. In the situation you describe you are not going to be able to unlock and use the phone.
